That's why I've always said that it takes until fully through year 3 until you truly know exactly what you have .you may know earlier if the guy just plain sucks but if he seems competent,I would still give him 3 full years. the first year you're playing wild and free nobody knows you nobody has film of you. the second year they're game planning for you . the third year you have to make sure that you fix everything in your game that led to the advantage of the other team over you and take the next step.
