Let's start at home. Here are the Patriots free agents:

Who do you want back, and at what priority?

For the league, you can find a list with some relative cost/value metrics here:

Early FA is critical in determining draft prep, and the Patriots have cash to spend and a rebuilding story to sell. How does the team position itself for the draft, and who are the most critical additions?

Jones
Hooper
Schooler
Ekuale
Slye
Austin

Wise depending on the new defensive scheme's philosophy on putting pressure on the QB. I'd rather replace him but he has some jag value

1) Hooper
2) Schooler

The rest can actually walk for all I care.

Verderian Lowe is not on that list. I think that Verderian Lowe should be free to go wherever he wants outside of New England.
I may have a FREE VERDERIAN LOWE t-shirt made. Anyone else want one?

They're mostly JAGs, but there are leaders and guys that you know you can count on for the most part. The guys I listed were so that you don't create more holes unnecessarily, especially when you can maintain on the cheap.

If it's Vrabel that comes in, you're going to want a core of guys who really understand Bill's defensive concepts, particularly. That's why Wise is there.

Jones has lost a step and will probably still be expensive, so he's a lower priority.
Ekuale, Pharms, Ellis, and Austin all fill roles inexpensively (and Pharms, Ellis, and Austin seem to still be improving)
Slye because going into FA without a kicker loses you leverage and puts you in a position of need unnecessarily. If there's not a significant signing bonus, lock him up and look opportunistically.

Locking up cheap young players who can play roles is like buying insurance; it gives you leverage and a better BATNA. The bonuses you pay for these guys are just an investment in getting better deals with your target guys.
