I read that if he did not make the Pats 53, he could be signed on to the 11th practice squad spot, but could not be on any teams 53 for the entire season. Including the Pats.

I wasn't aware of the interbational spot on the practice squad. You're correct, that player is not eligible to be activated during the season.
