I wouldn't be completely shocked if all three of the teams in front of the Patriots didn't take a QB.
Cam Ward's probably the most likely to be an NFL Starter, but he's far from a lock and has some major flaws in his game. I think you could wait until the 3rd and take Quinn Ewers and have just as good of a possibility for future success.

I would be shocked if the Giants did not draft a QB with their first pick. But maybe they trade down and draft one of top rated QBs with a somewhat later pick (say, seven or eight).

Lazar was at the Senior Bowl and what he is picking up is that there is a consensus league wide that there only two players rated at the top, Carter and Hunter.

Also I keep hearing that Shedur will not go to Cleveland.
