Sorry, hit the wrong button ... The only way around that is if they are privately contracted to service a very specific personally owned parcel of property ... but even then, they would probably be subject to call-out by an adjacent FD.

The glitch in that thought process is their State certification, and oath to the State. Their operation can be a private non-profit organisation, but they are required by State Law to function as a Public Service organization.
