Moss caught 30 TDs in 2007. He was a physical freak who had a great QB. WRs are getting bigger. TEs are getting bigger. CBs and Safeties are not keeping pace on size, but they are keeping pace on speed. Thus there is a mismatch. The ticky tack PI rules don't help DBs, either.
Perhaps the day will come when athletes redefine the DB positions. Fast, tall, and strong - equal in size, speed, and skill with receivers. Then the balance might shift. Until then, WRs and TEs will continue to dominate defenses. Expect scoring and yardage records to be broken every few years instead of every couple decades.
