I'm a big rugby fan and it has it's own concussion issues. But those issues come mainly from accidental knocks to the head and the issue has been rushing players back too quickly. A stray knee or boot connects to an unprotected head and you're going to get a bad blow. But there are no head to head hits the way you get in the NFL, the head is not used as a weapon.
And rules have been introduced that tackling cannot be made higher than the lower neck. Any arms must be at or below the shoulder line. And there are new protocols where the referee stops the game and asks the qualified medic to take him off and initiate an assesment.
There's times when the medics have to fight the player to get him off as a players instinct of course is to always stay on.
