When the forward pass was made legal in 1906, a pass that dropped untouched resulted in a change of possession, a pass that touched a receiver but was incomplete was a 15 yard penalty. Not a lot of incentive to pass back then.

Wouldn't surprise me in the least if Troy Vincent suggests that the Patriots play under these rules for the rest of the year.
