Tacko Fall cut by Cavaliers, should/could the Patriots sign him?

Would it be "legal" (i.e. conforming to the NFL rules) for the Celtics to sign Tacko Fall to the active roster so he could play on Saturday night against the Bills?

How effective would he be as a receiver? Is it possible that he would NOT win any "jump ball" situation? How high can NFL cornerbacks and safeties jump?
