Does a new deal help the patriots in regards to signing Tom? or hurt?

I figure they are restricted right now because they can not go into the years without an agreement after the BS of years ago and everyone signing crazy uncapped deals.

I saw this article but do not trust ESPN
 
A new CBA will help bc the Pats can utilize voidable years again.
No new CBA hurts.

To me it is not a big deal the Patriots have not yet talked to Tom Brady about numbers. Been saying they may wait until the new CBA is implemented since not having the 30% rule in place would make it easier to fairly pay Brady and be able to get him weapons.
that is what bought this up, I said it is better to wait and then someone said it doesn't matter. I was sure it did because of voidable years.
