PENALTY BANK PROPOSAL

The (admittedly intentional) personal foul face mask by Aqib Talib brings up the need for something I’ve been advocating for years—the “penalty bank.” Rather than take the relatively meaningless 1 yard that changed the situation from first-and-goal at the 2, to first-and-goal at the 1, Carolina should have had the opportunity to “bank” that 15-yard penalty instead. Then, after they score the TD and kick off through the end zone, they can apply the banked penalty, which would have given Denver first-and-10 at either the 10-yard line or the 5-yard line, depending on how you structure the rule regarding half the distance to the goal situations. This would not only be more fair but also would be in the interest of player safety, eliminating the lack of real consequences for things like the Talib play and defensive lineman teeing off on offensive linemen when the ball in a foot from the goal line.

dumb. why not use it whenever you want then. other team in field goal range down 1 with 3 seconds, take the 15 yards then. Ejection is the only remedy, with the added penalty of being out of action as long as the victim in the event of injury, unpaid of course.
 
Interesting idea, but the devil is in the details.

The description suggests that they have to use it after the kickoff.

Is that the idea, that it will be assessed at that time?

What if they don't score a TD?

What if they miss a FG?

When would it be applied then?

Is it really a "bank" that they can decide to use when ever they want?

If it is, then it is just as likely to be fodder for getting a coach fired as helping them.

So many coaches have huge problems with clock management, use of challenges, etc, that deciding when to use or when not to use the "bank" would be another thing the chattering masses can complain about and scream for the coaches head.

Of course, that could be pretty entertaining as well. :coffee:

Easy solution: penalty must be applied at the first opportunity when the complete yardage can be marked off.

And if there are multiple penalties in the bank, they are retired in FIFO order.
