Defenseless receiver call

I was just curious as to why that defenseless receiver call was made against the Pats when last year's Clark hit on Welker after 2 full steps were taken while the ball was on the ground was not. Is it because he was out stretched for the ball?

If clark gets flagged for everytime he does that, he would never play in the NFL.

Thanks but that really wasn't my question. He didn't even get fined so I guess the league considered it legal, so I'm trying to figure out what the rule is.
 
Its the Ryan Clark rule. Due to the hit he made on Welker last year, this defenseless receiver rule was a point of emphasis this year. That's why it wasn't flagged last year and this year it's getting called.

Believe the hit today was helmet to helmet, don't know if the one you refer to last year was.
 
Shoulder to shoulder from what I could see on replay with Wilcots nattering garbage in my ear.

And Wilcots was the good half of that team.

Outside of Harlan's constant "Moss is still out there" I have it the other way around as Harlan frequently tells us substitutions and formation changes, something that helps me to no end when I'm trying to break down a play.

So all protection rules are off if a ball was tipped? The ball was behind Welker, on the ground, 2 steps later came the hit.
