You'd be correct. Goodell probably knows too much about certain owners so he won't be fired. Meanwhile, he protects scum like Snyder because that particular owner has something on him. Guys at this level always leverage what they want because of the dirty little secrets they know. Maybe Roger wears a dress in private, a la Hoover.
