This article has a lot of information and implies that the announcement by the Chargers could be just testing the waters since no agreement between Spanos and Kroenke are set and Spanos has not petitioned the league to move. Iow, this may all be squashed by next week.

It also explains why Spanos is willing to pay $650M in relocation fees rather than the extra $375M to build a new stadium in San Diego. It doubles the value of the Chargers franchise immediately upon moving.
