Did Mesko melt-down or was he simply never very good?

What is the measure of a good punter these days?
Average Yards Per Punt?
Average Return Yards Per Punt? (Mesko was pretty good in 2012)
Net Yards Per Punt?
 
One reason and one reason alone: Money

Mesko cost more than Allen and Allen could do the exact same job for less money. It'll be the same thing in 2 or 3 years time with Allen, some upstart rookie will be signed to do the job for less and he'll be cut

I don't know about the rest of the NFL, but I'm pretty sure BB ranks them in this order

Ball security: Catch the ball, punt the ball
Hang time
Positional kicking: Left side, right side, land the ball ~10 yard line and not in the end zone.

Edit: I forgot, be left footed. That might be #1
 
Mesko started well and gradually got worse with each passing year. Iirc, his last year he ranked in the bottom 10 for punters.
