That's normal for a first time offender.
He can take the home down discount at 45 mill guaranteed. That's the only money that really matters in contracts . They do need money to resign Mccoutry , ghost & Ayles. So you make it a half mil per stronger and 49 mil guaranteed. Plus legit Lombardi chance. Dun.

USA Today is reporting that the owners and the league have determined that the league's salary cap should grow to $138 million to $141 million for the 2015 season, up from $133 million in 2014, and a huge leap up from the 2013 cap of $123 million.
As the Patriots currently stand, cornerback Darrelle Revis ($25 million) and linebacker Jerod Mayo ($10.3 million) are pushing the limits of their cap value in 2015. With the cap figure now more tangible than before, look for the Patriots to try and start extending the players to both lower their cap hits and strengthen the roster.
I'm expecting J. Mayo to be asked to restructure. He's not worth that amount of money/cap.

Yeah, this is pretty much a lock, although if he refuses, I think he's on the roster next year - it's a huge cap hit to cut him. Not so much after 2015.

Love it. The locker room is tight anyway, we know that. Kraft says he'e never seen a Pats team as close as this one.
