It's a traditional song, so technically the Ritchie Valens version is also a cover. But I think many would think of that version being the original and the Los Lobos version the cover.

I like the way Richie Valens enunciates his words better than Los Lobos. The rolling Rs for example in arriba, the ia in gracia are done better.
I like Valens' version better even though it doesn't have the full production of Los Lobos' version. That's just me.
