Skeptical graduate student Helen Lyle (Virginia Madsen) befriends Anne-Marie McCoy (Vanessa Williams) while researching superstitions in a housing project on Chicago's Near North Side. From Anne-Marie, Helen learns about the Candyman (Tony Todd), a knife-wielding figure of urban legend that some of her neighbors believe to be responsible for a recent murder. After a mysterious man matching the Candyman's description begins stalking her, Helen comes to fear that the legend may be all too real.

I remember those scare stories in the late 70s and early 80s when I was a kid about a clown in a panel van handing out candy with designs on abduction, rape, and murder.
I also remember the school and local authorities pushing a narrative to us 3rd graders about evil drug dealers that want to kill us with harmless-looking looking Mickey Mouse stickers laced with LSD.
The nature of these scare tactics are quite clear to me now and they were utter crap in order to pursue an agenda, a good one at heart, but the misinformation was more destructive than any existential threat.
