Right. Howie Roseman is the GM of the Eagles not the Bears. Everyone agrees it was a terrible trade from the Bears perspective. Chevs was pointing out that in exchange for a 6th and $2 million in cap space, the Eagles get a pro bowl TE for a year, AND a compensatory pick if and when he leaves them at the end of his contract, which could be as high as a 3rd round pick potentially, so they actually gain in draft position as well overall.
I'm not sure they'll part ways with him, and with how acquisition heavy the Eagles have been even if they lose him they'll need to cool it in the FA market to actually gain compensatory picks. That being said, the Bears would have gotten more for him had they just let him walk next year. So unless this was done major addition by subtraction or they know something we don't, gaining a 6th and 2 mil in cap space and losing a pro bowl level TE seems like the worst trade this offseason, especially since they're not out of cap space currently.
